The drop safety on the sear actuator latch blocks the hammer from striking the firing pin unless the trigger is pulled so when the hammer is in the decocked position, it is not in contact with the firing pin (like a 1/4 cock if you will) and the most important the firing pin block. If the USP slide is out of battery, then the solid portion of the slide pushes the disconnector and therefore the trigger bar out of engagement with the catch and the hammer. All models have a passive disconnector safety that ensures that the slide must be in battery for the USP to fire.
